Maharashtra Finalises SOP For M-Sand Policy To Curb Illegal River Sand Mining

The Maharashtra Revenue Department has issued a Government Resolution (GR) outlining the Standard Operating Procedure (SOP) for implementing the state's Artificial Sand (M-Sand) Policy. This is considered a major step toward sustainable development and river conservation. The move aims to promote the production and use of M-Sand as a viable alternative to natural river sand, which is often extracted illegally, causing severe environmental degradation.

Revenue Minister Emphasises On Ecological Benefits

Revenue Minister Chandrashekhar Bawankule emphasized that the policy is crucial for protecting the ecological balance of rivers while ensuring a steady supply of sand for construction activities. “With a clearly defined SOP now in place, the implementation of this policy will no longer face roadblocks,” he stated.

Land Identification and Application Process

According to the SOP, suitable government and private lands will be identified and listed on the ‘Mahakhanij’ portal for auction. Land parcels up to five acres will be eligible. Interested applicants must submit a registered Letter of Intent. Individuals previously convicted of illegal mining or sand transportation will be disqualified from participating.

Applicants are also required to submit the following:

• Consent to Establish from the Pollution Control Board

• No Objection Certificate (NOC) from the Planning Authority

• Udyog Aadhaar Registration

• Permissions under the Maharashtra Minor Mineral Extraction Rules, 2013

Subhead 4: Provision for Existing Leaseholders and Alternative Raw Material

Existing leaseholders from decommissioned mining blocks can apply for 100% M-Sand production under the Mahakhanij system. Upon approval, their old leases will be canceled and replaced with M-Sand-specific leases.

The government will also allow M-Sand production using:

• Overburden from major mineral mines

• Construction debris and stones (subject to permits and royalty payment)

Incentives and Monitoring Framework

To encourage early adoption, the first 50 projects in each district will receive benefits and concessions from both the Revenue and Industries Departments. M-Sand unit holders seeking industrial benefits must apply separately to the Industries Department.

Transport and sale of M-Sand will require a secondary transport license to ensure traceability and compliance.

Approved unit holders must commence operations within six months and obtain Consent to Operate from the Pollution Control Board prior to starting production. The Resident Deputy Collector in each district will act as the nodal officer to oversee implementation.

Goal to Phase Out River Sand Mining

Minister Bawankule reiterated the policy's long-term objective: eliminating sand mining from rivers, a major environmental and legal issue. “Providing an effective alternative through M-Sand not only supports the construction industry but will also help in putting an end to illegal sand trafficking,” he said.

With the SOP in place, the state government anticipates a smoother rollout of the policy that balances environmental conservation with infrastructure growth.
